You aren't at 65. You might have 65 available because of some that are injured or red-shirting but you aren't at 65.

Because Memphis is FBS. The FBS rules require you award 90% of the division maximum scholarships over a two year period.
If you have 65 on scholarship and had 85 last year that averages to 75 and the minimum is 76.5 and next year if you were at 85 the average again would be 76.5 so upon entry to the Big East you would get a nice letter from the NCAA explaining that because of your failure to meet criteria in 2012-13 that you will be FCS in 2013-14 and in 2014-15.
I don't believe even the Memphis program with its spotty record of taking care of football would allow a mistake that large.
The numbers were really low because of players leaving. The low number of scholarship players is because of the number of defections over the last 2 years. If a large number of players leave over a 2 year period, it's hard to get back to 85. We've filled our maximum of 25 scholarships the last few years, but with graduations and defections, we've not been able to maintain 85. It will take another year or two to get back to 85. I think that we are actually in the low 70's now, but UofMemphis is correct in that the number being thrown around was 65....I just think that's a little low now.
Congrats to ASU on the win tonight. It was an entertaining game and very hard fought by both teams, but in the end our lack of depth couldn't keep a fresh defense on the field and we just didn't have enough in the tank to keep up with ASU's fast paced offense.
Congrats on the win, you guys played very well, deserved the "W" and good luck the rest of the season.

Wolo told Stoltz on the pregame show that Memphis was down in the mid sixties but since has gotten it up into the low seventies in scholarships.

As for scholarships, ASU has awarded at least a half dozen walkons with scholarships, probably a few more since the spring. ASU had better athletes. We used the same 5 OL for all 97 plays except for 2 plays where our LT lost his helmet.
The great thing (in addition to the conditioning) was all the young talent and RustonCat mentioned. Hayes (FR), McKissic (RSFR), Giddens (FR), Knighten (FR), Griswold (RSFR), Humes (FR), Tryon (SO) and Jackson (SO) were all big contributors. ASU will have a solid team next year.

Difference in conditioning, yes. When you take out players that were originally walkons, injured and suspended players and players that are redshirting you are left with only 50 players for stAte and several of those do not really play. We played 5 OL except for 2 plays and we played 3 DEs.
Memphis fans tried to use scholarship numbers as an excuse but we are down to 72 guys who signed with ASU to receive a sholarship.
When the injured guys return we will be a force on offense with the pace and conditioning.

My grandfather played quarterback at USL before he spent 20 years coaching at LaTech. I used to manage Olde Tyme Grocery and have fed the football team (as well as Troy) countless times. Despite your small-minded contempt, there are Tech fans that wish ULL well.
