We can always count on the superb litigators from the ACLU to try and bankrupt local governments. Damn commies.

Pouring more $$ into education does nothing to raise achievement. That would require some sort of a merit pay approach, a distinct no-no to the union. Can't have good teachers or bad ones - they are all the same (in order to protect the slugs). Similar to Wisconsin, I bet if you looked at salaries in HP, you'd find some of these $100K gym teachers, too.
