VaCo is in Roanoke and is the VA association of Counties - an insurer for Counties in the state, FYI. Notice they say specifically it's not for a school, though technically it is.

I don't know if government should have the right to take property, as it can get out of control. However, I hope they find a way to get this guy moved (maybe closer to the base since he's a government contractor). That building is an eyesore and if you're coming from Norfolk, it's one of the first things you see when approaching campus. Afterall, first impressions are everything and you can only make them once.

What is the land going to be used for? i thought it was going to be used to build dorms or something for odu... retail space?

From what I understand, it was rumored some years back it was intended to build a grocery store and retail there.

The building needs to go, it's in the way of further development that would be good for the area.

We need parking lots for tailgating for an expanded stadium. Adding retail would give the lots more usage outside of saturdays

Yea we're spending millions to get this land for tailgating 6 times a years. This land is for the District, mixed housing and retail. ODU has giving the property to a developer to do the project. Remember eminent domain has been around for years. The railways use it to streak across the US.

Carillion Hospital in Roanoke moved a bunch of people out thru eminent domain and left empty fields in their place a couple of years ago, which sparked this debate. The guy at ODU is just using that fuel for his own ambitions of getting double of what his property is worth.

ODU uses property management companies to "own" the properties to get around some loop holes, like no bars on college campuses - techinically it's not "on campus" since ODU doesn't own them. Play with fire, get burnt.
