The $10,000 has to do with jurisdiction. If it were 10K or less, it would have to be filed in District Court, which would be tried in front of a judge with no jury. For a civil action to be in Circuit Court, and thus be able to have a trial by jury, the amount in controversy has to be more than $10,000. When filing an initial complaint, the plaintiff doesn't have to specify exactly how much money they want. But they do have to allege that it is more than 10K to keep it in Circuit.
