What if that person doesn't have insurance because they can't afford it and/or it is not offered at your place of employment? Is it really their bad choice that caused them to not have insurance? I would like to have health insurance but I would also like to eat and pay my rent. Sure, I could get rid of my internet and a few other things but the fact remains even if I did, I still couldn't afford the insurance.
Build a new skill set and find a new job/make more money.
You can get basic policies on your own. get a higher deductible. It will protect you from catestrophic medical bills.

Build a new skill set and find a new job/make more money.
Sure. No problem,. Just get a new skill set. Why didn't I think of that? Maybe because it requires time and/or money, ehich most poor people have little of especially when many are working 2-3 jobs.
Some people can probably manage it but I doubt there are many that could handle it. You tend to hear about thsse stories in the news because most people can't do it and when one does, it makes for a feel good story.
