I believe that any player from an FBS school can transfer to an FCS school and not need to sit out a year.

UTSA doesn't become a full FBS school until 2014 (when we become bowl eligible).

At what point does the one-year sit-out kick in for football transfers from FBS schools to UTSA? Has that already happened?

Actually, July 1, 2012 we will no longer be conisdered an FCS program. UTSA will now be classified as a transitional FBS program, so any D1 transfers that are lurking, need to get that paperwork in before July 1, 2012.
