Utah by a mile because of reasons mentioned earlier but I would like to point out that ODU may be going from not having a football team 4 years ago to the seventh best football conference. Even though it's not a major conference move, that's a huge step up.

Bingo. What has Colorado done lately to deserve that move. I do not care if it carries the state in ratings, they are meaningless nationwide in my opinion.
Utah deserves it by making BCS bowls but Colorado doesn't by making it to the same BCS bowls.
Maybe I don't understand.
Maybe he's just looking at the last 5 years when Hawkins turned CU football into a disaster.
Is CU "less deserving" than Mizzou? No. CU won as many Big 12 titles as TAMU and Nebraska (each school won one) and that's one more than Mizzou won.

Also falling under the OP is which conferences made out the best and I'd say :
B1G - they added a King in football and allowed for a championship game that they never had before.
SEC - Gaining aTm was great for their market eventhough their football hasn't been elite for 20 years. Mizzou is ok too.
ACC - Added two teams with tradition in football and elite basketball. Might even bump this ahead of the SEC but then I like Pitt and Cuse and think they are great fits for the ACC.
Pac 12 - You wanted Texas and ended up getting Colorado and Utah. Bleh. Only the big TV contract keeps them out of last place. I'm sure there are many Pac 10 fans that still wish they only had 10 teams.
Big 12 - Add 2 good ones but lost 4 good ones too.
BE - got Boise and still has Louisville..... for the time being anyway.
