The US News and World Report is not meant to be a "tell-all" source. Yes, there is quite a bit of information on universities listed there, but it is not meant to be a "tell-all" source that states the whole story of a university (plus, there is some bias in this source). But of course, you wouldn't know that LMAO.
I'm going to leave things like this: everyone is responsible for his/her own learning. No mater which university one attends, one gets out what they put it and in the end, if one puts in a lot of hard work in his/her own studies in their respective academic field, one will be setting themselves up for success as one begins their career.
EDIT: Besides citing the US News and World Report, the other stats that you use are baseless and lack merit and credibility (on top of the fact that these other stats that you use are outdated stats). Admit it, you just plain hate UTSA, probably because you got rejected from being admitted at UTSA. It's either that and/or because you are jealous of the success that UTSA has had in several aspects (and will continue to have) over the years, especially in recent years. Stop making the claim that UNT is a much better university because it's really not that much better.
By the way, you do realize that UTSA has a NCAA Division I football team now, right? They also have a marching band too whose membership last fall was about 220 (which is not bad for a marching band that established less than a year ago). Sure the football team just had its inaugural season as an FCS team but UTSA will be transitioning to the FBS ranks this upcoming season. It's these kinds of items that also make UTSA not a commuter school as how you are thinking about it.
