Pulltown has it all wrong. He's saying that Ohio is requesting 2.5 billion from the state to renovated the campus. That isn't true.

The majority of that 2.5 billion will be from issuing bonds and then after that private donations and then increased student fees.

There is capital construction money that the state gives out to all universities with a formula that factors in enrolment size + growth percentage. A few hundred million over the course of the 20 year plan will end up directly from the state but that is no different than any other school in Ohio.
