This is no reference to timing therefore it is hard to extrapolate from this quote. Most likely didn't sign until after the season, including the Bowl game.

I believe that as long as you do not officially sign with an agent, then there is no violation.

I am sure most of the NFL prospects had agents waiting for after the bowl game.

There's all sorts of contact beforehand, but as long as nothing is signed and no benefits are given, it's OK. In baseball, agents start out as "advisers".

It's not uncommon.

Going the other way is almost unheard of, but I heard that some Safety out of New Mexico was able to do it a while ago.
