It could be just a misprint, but take a look at the 4th paragraph...

"Starting in 2006 the BCS will add a fifth bowl to the Sugar, Orange, Fiesta and Rose bowls. Each of the bowls will host a game, then one of the five will host the championship game approximately a week later."

That means that the BCS bowl spots will increase from 8 to 12. I knew that they were talking about adding a 5th BCS bowl and I knew that they were talking about having one of the 4 current BCS bowl have the championship game a week after the 4 current BCS bowls, but I never thought they were going to add a 5th BCS bowl AND then have one of the five host the championship game a week later.

I think that is the BCS +1 idea...where the bowls are played and the best two teams a week later....
