Just turn down the bowl invite. Programs do it all the time. Most bowls have contingencies in their contracts to cover teams being unavailable.

If a school can't sell tickets or at least buy what isn't sold, maybe they need to stay home.

If a school turns down a bowl invite, that will probably mean the conference doesnt put a team in that bowl, meaning all conference members lose the money from its payout.
