The NCAA, the ACC, BC, and Mikey T of course.
The NCAA had this nice new regulation that started in 2004 which requires a D-1A conference to have at least 8 members. If there had been no ACC expansion, with the BE dropping Temple the BE would have had to add UConn a year earlier than scheduled.
Next, ACC expansion which robbed the BE of Miami and VT. This required adding two more teams - Louisville and Cincinnati. The announcement would have been made in October 0f 2003 if not for...
Further ACC expansion (ND breaking off negotiations with the ACC and the NCAA not allowing a championship game with less than 12 members - ridiculous considering you only need 6 for other sports) leading to BC accepting the 12th slot in the ACC. This forced the BE to scramble for yet another team with only a few weeks time to decide.
And finally, Mikey T. who used the football coaches desire to stay connected with the Florida recruiting grounds (though none really have any real success there) and who convinced the presidents that USF's market made them the most desireable.
Again, a hasty decision thrust upon the BE due to time and circumstances. I hope the Bulls pan out, but I remain skeptical at this point in time.
