It isn't his job to make laws. It is the Congress' job. Thought you guys were the Constitution experts? He came out with some ideas he would like to see but is leaving the detailed plans to those who's job it is to actually write the damn thing. If the Democrats in Congress don't have a plan, that is a legitimate gripe but to say the President has to make a detailed plan is just assinine.
