I agree but D1A would be half the size it is now.
Then FBS would be reduced to those who deserve admission, and not undeserving schools like Duke, Temple, and quite a few others I can think of...

Here's how I would fix college football.

I'd remove the AQs and the caps, put the top 10 teams regardless of conference affiliation in to the traditional BCS bowls + the Cotton bowl, making sure one bowl has 1 v 4 and one bowl has 2 v 3. The other three can have somewhat regional matchups. Then, I'd let the winner of the top two bowls play for the title at the same site as the 1 v 4 game. The locations would rotate like they do now.

It would still be controversial, but it would give you a more proven champion while keeping things mostly as they are now.

Why is Duke "undeserving"?

If so, TCU, Kansas State, or even Cincinnati would have never been "deserving" to turn things around.

And while its a great league for Memphis, the "Lone Star" conference is full of fail as the SWC showed. Too many Texas schools, too many small time programs. I second that. Considering that Memphis is sub 0.500 in W/L for football, why would anyone want them in their BCS conference? Good BB, but that in and of itself does not make it work. Memphis has no history of good CFB to even fall back on. If I was Alabama, LSU, etc, I'd 03-puke03-puke over that conference...

How I would fix it:

#1 Attendance requirement

If you can't average 20K a year (which I believe is too low but know too many will cry about how its not fair because they only play other schools like them with apathetic fans and not the big boys), then you do NOT belong in a FBS conference so you are going back to FCS. The following are packing their bags and saying good bye:

-Akron
-Arkansas State
-Ball State
-Bowling Green
-Buffalo
-Eastern Michigan
-Florida International
-Florida Atlantic
-Idaho
-Kent State
-Louisiana-Lafayette
-Louisiana Tech
-Miami (OH)
-Middle Tennessee
-New Mexico State
-North Texas
-Northern Illinois
-Ohio
-San Jose State
-Toledo
-Troy
-UAB
-Utah State
-Western Kentucky
-Western Michigan

so, that leaves us with 95 teams from 120 (soon to be 124)

Obviously most of the WAC/MAC and SBC are now gone. The leftovers can either find a spot in a remaining conference, go indy or go back to FCS.

#2 Everybody left is AQ

That's right, no more preferential , some are, some aren't treatment for conferences. The post season is really easy: 16 team tournament to crown a champ. winner of each conference gets an auto bid. The next best 8 teams as decided by the final BCS poll get the wild cards. Teams are seeded by their final ranking 1-16 and then we get it on.

I would take the Top 64 in attendance and the 56 soon to be 60 form a 2nd division.

Air Force is in the Top 64 but I excluded them because I don't think they would make the jump and I would force ND to join the Big 16.

Here is my dream 4 (16) superconferences. Washington St, Vanderbilt, Northwestern, Duke, UConn, Cincy and Wake have been left out. No offense to those schools but this is based on being in the Top 64.
