As it says, the map is based on only 28,000 votes. But it does give a good idea of relative areas of strength for most teams. Click on the map for a larger view.

The weighted 'power' of high-voting fans pushes results for smaller bases away from their region within the mapping program. PSU pushes out Temple, UM pushes out EMU to Montana, ect.

Once you're pushed out of your area of highest concentration, it's pretty much up to chance. They're not working with a gigantic amount of responses, judging from the numbers. A pair of Temple grads moving to an empty quadrant of Missouri, with 2 children currently attending Temple, would probably be enough to claim that location if everyone else in town ignored the phone call from the out-of-state number on Caller ID.

Also note how the northern states are more solidly colored than the southern states. My guess is that's because they had more pollsters operating in the north, so there was less room for aberrations to sneak in. I doubt that BC, Rutgers and Syracuse have larger football fanbases than everyone in the SEC like the map's numbers suggest, so I'm going to assume that there were fewer people down there polling.

It's weighted on the proximity of other responses. NW is pushed out because it is in Chicago near so many who responded for IL/ND. NIU is an hour from Chicago with it's 'base' being in Rockford and the Fox River Valley so Chicago responses don't effect NIU. Similarly, notice the others schools you list are rural Southern schools (except UAB). The lack of many hundred votes for SEC schools in urban areas doesn't push out the non-AQ's like in the north, as LMM pointed out. Tulane is another urban school that was 'pushed' out by LSU reponses in NO, SMU is 'pushed' out by B12/TCU responses in DFW, and Temple is 'pushed' out by PSU votes in Philly.
