My guess is they stay at 9 for now if nova says no.
Going to 10 also affects the bcs criteria factor applied to # of top 25 teams needed in final poll.
Just my take.

That wouldn't be a problem if we added UCF.

RE: Is BE contemplating staying at 9
i think is comments are simple to understand. if the BE decides it needs/wants a 10th team and a team becomes available/interested, it will grow to 10. if that happens b4 villanova decides what it wants to do, so be it. if the BE doesnt feel there are any options out there at this time and then villanova agrees to join so be it, it will grow to 10 with nova. if the BE adds a 10th school and then nova says yes, then the BE will deal with that and decide if 12 is desirable. Lastly, if theBE decides there are no worthy candidates at this time and nova says no, so be it, the BE will stay at 9.

Completely agree.

It would be foolish for the Big East to move to 10 just for the sake of moving to 10. Whoever #10 is, the conference is going to have to live with them for a very long time. There's no point in making a precipitous decision & then living to regret it. The conference can wait until the right add makes itself known & then move at that point. Just as they have with TCU.

All of the reports from last summer indicated that the football members themselves couldn't agree on anyone except Villanova. So, it's nice in theory to say that we want to get to 10, but if the membership can't agree on #10, then it won't happen. It normally takes a super majority to approve such an addition - & that's a supermajority of the total membership, not just the football schools. If there isn't a solid choice out there about whom there are no reservations, it simply won't happen.
