Connecticut just went to a BCS bowl game. That doesn't make them elite. You said they'll never be an Ohio State, Texas, etc.? If they bring their program to a step below this programs, are they considered elite? Or sub-elite?
Implying that UConn football does not share the same opportunities as other FCS programs to go to BCS games shares the same level of senseless doubt.

Three words - Apples and oranges. Do you honestly believe that UConn has a similar path to greatness like Boise State does? Do you really think the two situations are comparable?
I know some dwell in pie-in-the-sky fantasy land where all schools are equal, but in reality this isn't the case. You're not going to catch schools that have a 100 year head start, have a ton more money and are in a much better position geographically and culturally.

Boise State has no competition in a non BCS conference. UConn is competing in a BCS conference against other BCS programs that are better entrenched for long term success than they are.

Yes. We've seen new powers in football and basketball emerge from lots of places over the past 20 years ( Uconn basketball being a prime example), so there's no basis for arbitrarily writing off any of our programs as being incapable of ever being "big time" ...
