Obviously, you are not up-to-date with the seating arrangements for Tropicana Field for Football.

"We completely changed the layout this year to remove some seats with obstructed views and bad lines of sight," he said. "This year, we're happy with the layout and believe every seat will be a good seat."

Those sections in left field and down the 3rd base line are not for sale...neither are the Top 20 rows or so of the 3rd deck (because of obstructive views).
That's why there are approx 29,000 tix available for the bowl game at Tropicana Field.
NOTE: Ticketmaster.com seating chart shows that the sections down the left field line and in left field are not for sale.
What ESPN does is that they put their sideline cameras behind the sidelines in left center (opposite of the broadcast booth) so that the viewers can see fans in the stands...vs shooting the game from the 1st base side which would just show an empty outfield.
ESPN also does that same set up for the HS All-Star Game (Under Armor or whatever its called).
For more info...feel free to ask any USF, Rutgers or UCF fans who have attended the bowl game there. (NOTE: seats in the first few rows behind 1st base/home plate are not good...because unlike football stadiums...where first row is generally 10 feet off the ground...baseball stadiums are built with the seats practically on the field (nothing in front of them for baseball games) but for football, those are bad seats....as its almost impossible to see over players/staff of the team standing on the 1st base side.
Best seats are any in the 2nd level 1st base side...or 15-20 rows up lower level 1st base side.
FYI...this photo from the Beef O Brady Bowl website shows basically where tix sales end down the left field line and how players/staff standing on 1st base sideline will block those that get seats in the first few rows:
