Increasing the Bowl Subdivision football-playing members to 10
Does this mean they have not agreed to expand past 16 in basketball, and are only looking for 2 football-only members?

If that's true, say hello to Temple and East Carolina.

I think it is worded like that to account for 'Nova moving up to FBS. They technically wouldn't be expanding by 2 schools at that point, they'd be "increasing the FBS members to 10".

Now that's a good take.

One possibility is that they're trying to put the squeeze on Villanova and it goes something like this:

1. Football team #9 is TCU.
2. 'Nova is #10 if they decide to move up to FBS.
3. If 'Nova says no, another football team will be added, with the hint that it might be Temple to put some pressure on 'Nova.

BE becomes an even bigger joke if they add another 1-AA to their league.

I think TCU's addition would offset that perception greatly.

Thats true. Still wouldn't take away from the fact they had two teams jump directly from 1-AA to BCS, and one (USF) who took only a short nap in 1-A before moving up.

Nova will still be questioned over and over. They will be a boat anchor that you have trouble bringing up from the deep. From today...It will take close to a decade to get them up to speed...and will have to be financed by the other members. It simply makes no sense when there are several other viable candidates ready to go almost immediately without having to be subsidized. 01-wingedeagle

There's one possibility that everyone seems to ignore. Villanova could move up, and The BEast's FBS football membership could still move to 10 - without 'nova. The BEast could use 'nova's entry date to increase the conference's FBS membership to 12. That would give time to find out what changes there will be in the college football landscape, evaluate other possible candidates, and make the proper decisions to ensure survival...

Of course, all that supposes competent leadership by all parties involved...
