Why would the Big 12 add TCU and Houston when they already have 4 teams in Texas? The same logic that some here use to say that Louisville, Clemson and Georgia Tech will never see The SEC because they already have programs in the state should apply to the Big 12 as well.
Also consider that BYU is over 400 miles further from Dallas than Louisville. Memphis is actually even closer than Louisville. The truth is if Coogs are in The Big 12 footprint at 1239 miles from Dallas than Memphis, Cincinnati, West Virginia and even USF and UCF certainly are. Most people don't realize it but it's a long way from Provo to Dallas.

Thought of that, as for TCU being in Texas is a HUGE problem for them and Houston especially since you already have 4 schools from that state already in that conference.
But in reality you are correct in this, Louisville and Cincinnati are just as viable IMO to the Big XII as are Houston, TCU and BYU. I would just prefer to stay in a BCS AQ BIG EAST as a Louisville fan. As I stated before I would love to see the league look like this in the future.

Top 4 teams from each division go to NYC/MSG for the BET.
Do the schedule to ensure you still have the Georgetown-Syracuse/Louisville-Memphis and Villanova-UConn matchups on a yearly basis.
Now if the league looked like this then I would hope they would really look into a real BIG EAST Network or a real sweetheart deal with ESPN/Fox/Turner Sports. Also the Bowl lineup would be improved with this.
1. BCS
2. Champ Sports vs. ACC located Orlando, Florida
3. Liberty Bowl vs. SEC located Memphis, Tennessee
4. Meineke Car Care Bowl vs. ACC located Charlotte, North Carolina
5. Pinstripe Bowl vs. Big XII or Notre Dame located New York City, New York
6. Papa John's.com vs. SEC located Birmingham, Alabama
7. Saint Petersburg Bowl vs. C-USA located Saint Petersburg, Florida
