"Then a new Upper South Conference is formed
North- Louisville, Cincinnati, WVU, Maryland, Virginia, VaTech
South- UNC, Duke, NCState, Wake, ECU, Memphis"
These North Carolina ACC schools would rather burn in hell than share a conference with ECU.

yeah, i don't see unc and uva liking this, they would rather just be at 9-10 teams and no memphis, ecu and maybe cincy if all that came to past + no way the big 10 goes all east and i doubt the sec wants all 4 of those acc school's. If the sec picked off an acc school, fl state might make the most sense so you could put them in the sec west and give those school's a flordia game every year...than either wvu or lville going in the east

Nope.
Replace Memphis with South Florida, and ECU with Central Florida and there's a slight chance (very slight) that dog will hunt.
Actually, the ACC would be more likely to return to 9 schools, and play a round-robin basketball slate before the above ever was considered.

Now if they go beyond the numbers you propose and others are ok with it then yes, but if South Florida and Central Florida is there they will be picked up first IMHO before Memphis or East Carolina. Also you have to think Florida is prime piece of property and everyone will agree they will be included one way or the other for if the ACC loses out both on FSU and Miami which is doubtful they can be replaced with South Florida and Central Florida, and if a new conference is formed then they will be included.
I can assure you there would be an all out blitz from eastern North Carolina politicans that would force the North Carolina ACC schools to add ECU in this scenario.
BCP you are probably correct, but really would it do any good for they would basically be going up against the big wigs of the state?

I like the line up, but like I mentioned earlier the Florida schools IMHO would be included way before invitations went out to Memphis and East Carolina especially if FSU and Miami were lost to the SEC which I doubt.
