Cal will not have a top 50 RPI win all season. I don't know that they make it if they lose in the PAC ten tournament. I'll tell you one thing...if the NCAA Selection Committee sticks to their stated criteria Cal won't be dancing without getting the automatic bid.
I don't dispute your numbers with their lack of quality wins. I think they will be forgiven though. The league is historically bad for a BCS conference, but I'll believe it when I see it in regards to the committee leaving out the 20 win regular season champion of a big 6 league that has a 20-something RPI (#22 currently).

Wow, I had to go and confirm that #22 ranking for Cal. I dont know how they managed to get a #22 rpi ranking, but they only have 5 wins against the rpi top 100. That is just sad. Its a good thing for Cal that they play in the Pac10. Somebody has to get the automatic bid.

If California gets an at-large bid, then UC, UConn, and Seton Hall should be guaranteed bids as well. Their resumes are more impressive than Cal's...
