How about this instead?

1.Temple
2.UMASS
3.Buffalo
4.Deleware
5.Rhode Island
6.New Hampshire
7.Maine
8.Richmond

Finally a conference that temple could win.

Richmond won't be considering a FBS move any time in the next decade or two. They're part way through construction of a brand new 9,000 seat football stadium. It isn't designed to be expandable and there isn't much room to expand anyway, plus they're locked in to that capacity number by a city ordinance due to traffic concerns. So cross them off, they're staying FCS.

URI, UNH and Maine are obviously all longshots, but there's no reason they couldn't play FBS except for an unwillingness to spend the necessary money. Plenty of poorer and smaller (in terms of population) states are supporting FBS teams. West Virginia is both poorer and smaller and has two of them.

Looks like a painful step down for ECU, Memphis, UCF, and Marshall. If Cusa imploded and all of the CUSA west teams left and joined the Wac and MWc, then i could see it...maybe...hopefully not, though.

I don't normally do this, but if you made me build a new conference with what was currently available plus CUSA East, it would look something like this:

ECU
Memphis
Marshall
Temple
Army
Navy
UCF
USM
UAB
Notre Dame 03-shhhh (Technically, they are available, right? 05-stirthepot)
UNC-Charlotte - Basketball Only
George Mason - Basketball Only

Granted, ND would own the souls of all conference members, and probably take 90% of the TV revenue, but what the hell...we're just fun'in here anyway.

That could be a fun little league, no? I may even dump George Mason and let Carolina come in...for basketball only, of course. (That's for Esayem!)

I'd make some moves regarding Georgia State & Western Kentucky. If you're looking at a new football program to join your conference I'd take Charlotte instead of Georgia State.GS has Bill Curry starting their team & he's never succeeded anywhere he's been.Charlotte is ex-C-USA so they'd fit with the other C-USA schools.Instead of Western Kentucky I'd go with Troy.Delaware & Appalachian State could upgrade football to 1-A without a lot of trouble so you'd have a decent league. The basketball league would be similiar to the current C-USA with several mid-majors.

RE: How would this conference look
you could pop WKU and GSU into the cusa for a nice 14 team league...problem with GSU is they are overshadowed in GA and atlanta isn't the best sports market...i do think cusa going to 14 works, maybe pop in temple instead of gsu or they could almost go to 16 if they could peel away ohiou and miami(ohio)...yet, don't think cusa will do anything unless other conf make a move, big east or mwc but the potential is there for a lot of moves in cusa.

CUSA

W
Tulsa
Smu
Houston
Rice
Utep
Tulane
S.Miss

E
WKU
Memphis
UAB
GaState
C.FL
ECU
