From what I've seen, it is normal for a nonscholarship program to lose a lot of players. Generally, guys who quit football stay in school. Hopefully, they graduate.

So if you have a recruiting class of 50, 15 may actually remain on the roster through their senior year. Many leave because younger players are passing them on the depth chart. Few people want to maintain the time commitment for football if they're not getting on the field after a year or two. As the team wins more games, recruiting/retention will be easier--allowing the coaches to focus more on quality and less on quantity.
