They can't do the municipal ownership thing anymore. The NFL forbids it and the Packers are exempted.
The Bills will make 3.5x more revenue in one game in Toronto. That's the reason they are going there (ticket prices from $75-$200 for the regular season game). As for permanent relocation, I don't see it, at least not Toronto. The team has its largest season ticket base at least since the Super Bowl seasons (might be the largest base ever). Most of the games sold out before the season started (think the NE game on the final weekend was not yet sold out).
They don't care that companies in T.O. buy season tickets (doesn't hurt), they want them to buy up some suites and supposedly the corporations there are absolutely interested. Right around 2000, the Bills began a concerted effort to regionalize the franchise because of the eroding corporate base in Buffalo-Niagara Falls. Rochester, Syracuse, Erie have all had efforts towards pushing the Bills in those areas. Go to the Ralph and you will see sponsorships from companies well over one hour away from Buffalo. Toronto was the next logical step, especially since the Bills are often shown on the NFL affiliates in Canada (CTV and Rogers Sportsnet)
I went to the Bills-Cardinals game in Phoenix last week and the dome seats a little over 60,000. Bills fans made up at least 15,000 and we had 1/3rd of the upper deck. And there were plenty of Cards fans dressed as empty seats.
I'm not concerned about Toronto being a destination. The Canadians that make it to a game would rather come to Buffalo (about 10-15% at any game are from there). Talk to a Canadian at a Bills game, they want to go to Buffalo for the fall and winter for football and stay in town for the Argos for the summer.
Los Angeles is the destination I worry about.
