I really do not want to stand up for South Florida, but I'll do it this once. They are in a top 20 media market, good recruiting location, good travel designation, bowls in the area, pretty large athletic budget, and they already played in the C-USA.
Actually this is the reason that USF was chosen for the BE over UCF. USF was chosen over ECU, because of recruiting grounds in Florida. CUSA replaced USF with UCF to regain the recruiting grounds.
Actually...it was USF's Basketball and their facility that made USF a better pick to join the Big East back in Nov 2003 than UCF.
1) USF had been playing in a much higher quality basketball conf (CUSA) vs what UCF was in at that time (lowly ASUN, formerly the TAAC).
2) USF already had a "Big East" Quality on-campus Basketball Facility, with their 10,000 seat plus Sun Dome, which opened on their campus back in 1980.
UCF was in a small 4,500 seat "barn" (no need to have a large arena while being in lowly conferences like the TAAC/ASUN).
That made it easy for Big East to pick USF over UCF.
Of course...since those invites were given out in Nov 2003....UCF has spent over $350 Million on projects in their new "Athletic Village"...which of course includes:
New 45,300 seat on-campus stadium...expandable to 65,000
New 10,000 seat state-of-the-art Basketball Facility...finest on-campus arena in all of FLA/GA.
UCF (facility wise) is ready today...but they weren't ready back in Nov 2003 when the Big East made their selections.
