The answer is the BCS. The BCS wasn't around in 1983 to prevent Miami from becoming a national power. So, history is not all that you make it out to be.

Tulane was actually a charter member of the SEC...had they stayed in the SEC, their history would probably be a little better, but not much...the BCS label isn't a cure-all, as you can see with Vanderbilt
As for TCU, they were in the SouthWest Conference for 72 years...they had 9 conference championships, including a National Championship in 1938
Compare that with Texas, who had 25 conference championships, and 3 National Championships
not quite the same history...Texas is 60-20-1 vs. TCU all-time

you could do other comparisons between TCU and Texas, and find even more disparity...
hell, even LSU's history is moderate compared to some of the other BCS teams like USC and Oklahoma
