Even BCS leagues have teams that just can't get over the hump. All biases aside, (this is an objective observation) does this sound like a complete list of those teams? (Keep in mind this is for football).

ACC: Duke, North Carolina, Wake Forest
Big 12: Baylor, Kansas, Texas Tech (KU and TT have been doing well lately)
Big 10: Indiana
Big East: Rutgers, Temple (entering last year of Big East play, I believe)
Conf USA: not really sure
MAC: whole league, but especially Buffalo, Eastern Michigan, and Ohio
MWC: Wyoming
Pac 10: right now its Arizona
SEC: Vanderbilt
Sun Belt: whole league (yes, Utah State included until proven otherwise)
WAC: San Jose
Independents: Army

Year in and year out, these seem to be the teams that even their own conferences do not care about. I'd love it if each of these teams finished first in their respective leagues.

In the WAC, San Jose has had it's moments, as has Wyoming in the MWC.....adding idaho brings in a true bottom dweller to cement your argument.

If you are talking about the 03 season, seems okay but you must include UTEP and SMU who finished at the bottom 2.

Last season, we were 6-7 with a win against a BCS team on the road, and in 00, we were 7-5.

15 years ago, wisconsin was a bottom-dweller in BOTH football and basketball.

today they're competitive every year.

every school just needs the right personnel in place who are dedicated to success AND have the school's backing and support in order to turn things around.

wyoming is not a perennial celler-dweller. They are only a few years removed from a 10 win season. Their recent struggles are not typical, and should be turned around w/ their new coach who had great success at Montana.

I also wouldn't put Texas Tech on that list at all. They are a regular bowl team. Baylor, definitely. Kansas, yes - most years. But not Texas Tech.

In the ACC, I would just say Duke and leave it at that. WF and UNC are usually able to get to bowl games every few years.

Wyoming has more WAC championships than anybody but BYU. They have had a tough three years but are usually a very competitive program in Football. Coaches like Fred Akers (Left for Texas), Paul Roach (retired), and Joe tiller (left for Purdue) had great records there.
