I definetly think a strong UC is good for the other Ohio schools. If UC can put 45,000 in the stands that will prove you can draw if your name isn't Ohio State. If you are nationally relevant like UC has become in the Big East.
Then we need Ohio State to go through a Nebraska/Penn State period of crappy football to fall off everyones radar.
I don't know if UC doing good is good for other Ohio schools. We have advantages that other schools do not in terms of athletic facilities and conference affiliation. I think we are closer to OSU than the pack is to us.
As far as OSU going on a Nebraska/Penn State period of bad football I think that would benefit everyone.

The mentality in Ohio has always been OSU is big time football and the rest may as well be Division II.
Its different in other states such as say Illinois with 2 Big Ten schools where the idea that you must worship one football school was never a concept. That makes it easier for Northern ILL. who is drawing in the 20's now after some success in the MAC vs. say like Kent State which is still struggling to put 10,000 fans in the seats.
OSU has never had a serious in-state competitor in football until this season.
I don't think it totally has to do with UC's conference affilation. The first two Big East seasons didn't draw much above CUSA. What has been the difference maker is this top 25 team and a large amount of games on ESPN. UC is nationally relevant.
Hawaii has the same thing going for it in the WAC as what UC has in the Big East, top 25 team with multiple ESPN games. A MAC school could theoretically rise to the level of a Hawaii/Boise/TCU and achieve significant attendance gains in the process.

That depends on the amount of expenditure that UC is willing to put forth, and the amount of rebuilding to be done. I figure if they use the existing infrastructure, they wouldn't be able to expand much past 55,000. But if they are willing to demolish and totally rebuild the stadium they could make it as large as they want.
I think the capacity will depend on how well the city responds to their success. You don't want to build a 60,000 seat stadium if you can never fill it.
