How is providing entertainment to people and accepting 'tips' only 1 step up from panhandling? So are lounge singers and performers panhandlers? What about every one else who makes money by entertaining people?

You're missiing the point. Lounge singer/performers (whether contract or regular) are paid by the establishment... tipping (like any service industry) are optional. If someone gets hurt, the restaurant has an obligation to the workers.

Street performers are not paid a regular salary by anybody. And if they get hurt (say someone breaks a leg or neck), who is responsible for medical bill? Most likely, these performers are from low income from public housing and has no insurance. And they can sue Beale St for getting hurt of their site. I've seen similiar cases in court like this.

Now as far as tipping, I seem outside preformance (Handy Park) and street performers stove the tip bucket at people faces and stare you down if you don't tip.

You are not very smart. If they do not have insurance then the state will be responsible for their health care regardless of whether they are doing flips on Beale Street or not.
