It's been what, 5 months... one or two lab trucks = 80 billion dollars, 200 American lives and 10,000 Iraqi lives.

That's your illegal weapons... and rickheel is right... Clinton didn't balance any spending... only Congress can finalize a budget and also spend any money. Take a government class as well.
