Before the war even began, UN inspectors found Iraqi al-Samoud missiles that were illegal...in fact, the missiles were designed to go the exact distance needed to hit Israel... when UN rules stated Iraqi missiles could not even go half that distance.

That's your illegal weapons... and rickheel is right... Clinton didn't balance any spending... only Congress can finalize a budget and also spend any money. Take a government class as well.
