Please. That statement reminds me of David Stockman's book. Here was a Yale educated guy who wrote a whole book to come to the amazing conclusion that politics affects the budget.

It also reminds me of legendary Speaker Sam Rayburn who was advising a freshman congressman on the secret of longevity in the House. Rayburn told the freshman to vote against every tax increase and vote for every spending increase. The freshman was incredulous and stammered, "why, if everyone did that, the whole system would rapidly break down!!" Rayburn took his cigar out of his mouth and replied, "What?" "You mean to tell me you think this place is on the level?"

Mind you, that's not to say that the government doesn't waste taxpayer money. But, to act incredulous that politics plays a part in the budgeting process is the equivalent of saying that germs play a part in the disease process.

Oh yeah. And far be it from me to cite to actual facts but a recent study looked as spending increases in state governments. It looked at governments where Republicans controlled both the legislature and the executive branches, governments where Democrats controlled both branches and governments that were split. In terms of spending increases, from highest increases to lowest increases, it went like this:

1. Republican control of both branches.
2. Democratic control of both branches.
3. Republican control of legislative branch and Democratic control of executive branch.
4. Democratic control of legislative branch and Republican control of executive branch.
