Let me know, either here or on PM, if you would be willing to pay $9.95 a month for ETSU to have their own recruiting website, akin to what is run on scout.com or rivals.com?

Are you speaking of a site dedicated to ETSU and ETSU only? I think $10/month is a bit steep (for me at least - I am cheap), but would consider it if it had good up to date information, stats, pictures, videos, interviews, etc. of the recruits.
