If the International Bowl has to make their pick before a MCB at-large selection, then there is no way that the Pointsetta Bowl may make their announcment and pick on monday as reported by MRO. So if the Pointsetta Bowl can make their selection on Monday, a MCB at-large selection may be made whenever they want as long as the at-large team has a 7-5+ record, giving them the ability to select CMU and WMU before the GMAC and International Bowls, leaving Ohio and KSU available for the GMAC and International Bowls.

If NIU gets announced tomorrow, it's only because the other 3 games are set in stone, just not the teams. It's CMU, Ohio and WMU in the Motor City, International and GMAC.
The above scenario MIGHT be possible if Kent was 7-5. Because they're 6-6 it is not possible.
It would be no different than other "dooms day" scenarios we thought the BCS schools would try to pull where they'd pick a 6-6 team for one of their conference affiliated bowls, leaving an extra 7-5 team for an at large bowl. That is not allowed to happen with the rules in place this year.
The ONLY way Kent gets in is if there is not a second Sun Belt team that has 7 wins. Even then, it's only a maybe.
Sorry, i still disagree though. An at-large bowl may make a pick whenever they want as long, as they have a 7-5+ record if there are any available, because they are not affiliated with any conference and therefore do not have to abide by any order of selection set by a conference ala Boise State and a BCS Bowl.
That is my understanding of the rules. Doe's anyone on the inside know anything, Dave, Vandelay?

The MCB and IB are ran by the same people. They can do what ever they feel is in their best interest.

under the guidelines that were set up by the NCAA at the beginning of the season. If these do not apply then there are much more attractive 6-6 teams out there for the bowls to consider and the chance of the sun belt and the MAC geting at large bids would NEVER happen. These NCAA rules are there to protect US.
