Truman, to answer your question, you have to look at the ones doing battle for this lady. C'mon, Popeye was a freak. His forearms and calves were triple the size of his biceps and thighs. I don't know many women that find that all that attractive. Bluto.. well, I don't know if you noticed, but Bluto was, how can I put this nicely, a big, fat idiot with no social graces and a bad disposition. Again, not necessarily traits desired by most women.
It just so happened that Olive Oil found that both of these men, and all of their downfalls, somehow attractive. I don't think that the guys found her hot, per se, but that's the best either one of them was ever going to get. In other words, when options are limited, then you're going to settle for the best you can get. I guess Olive Oil was the best they could get. From what I remember of the cartoons, I can't think of another female on their, besides maybe Olive's mother, who definitely wasn't a looker by any stretch of the imagination.
I'm sure if Jessica Rabbit strolled through Popeye's sleepy harbor town the place would probably explode from all of the built up sexual tension, since Olive was the only woman around.
That, or Popeye and Bluto were battling to be Olive's pimp? Like I said, she was pretty much the only woman around, so I'm sure she could get plenty of "work" in a town full of sailors. Popeye and Bluto knew that she was a money making factory, and wanted to get a piece of the action.
