Yes UCF was 6th in the AP Top 25, 10th in the Coaches Poll, 8th in the CBS Sports 130, and 12th in the Playoff Rankings to close the 2017 season.
However, with the coaching change, graduation losses, hype given to other incoming classes, you can bet there will be P5 programs like Wisconsin, Auburn, Notre Dame, TCU, USC, Miami-FL, Penn State that will leapfrog UCF.
They may be somewhere between 11 and 18 in the 2018 preseason poll, but with a non-conference list of North Carolina, Florida Atlantic and Pittsburgh, plus another undefeated run, they still will not be in the play-off conversation. The P5s, ESPN, Kirk Herbs---t, Paul Whinebaum, etc., will make certain either the B1G or PAC12 don't get left out.

You could see some public pressure build for UCF if the situation were to work out just right. Have bama and OSU go 13-0 and while the SEC and B1G second place teams both have 2 losses. That may eliminate 2 teams from either of those conferences. Then you just need an upset in the title game of the ACC or big12 by a team too far down in the rankings to jump up to 4.

UCF could start the season ranked 12 and creep up as teams in front of them lose. I really think there would be a lot of public pressure to put them in given the fact they will have won 27 games in a row. Theoretically just to the public pressure point...you could repeat this scene for x number of seasons in a row and eventually the committee would have no choice but to put them in, schedule strength be damned.
