IF (note caps) the Classic and B'ham Bowl want to continue to use Legion Field, the city would be less than smart to send them elsewhere to play. Since both games have had very good attendance, the City may simply be thinking they are spending money to make more money.
The City now has a new Mayor and several new City Council persons so predicting their future decisions on a new venue (or any other issue) is difficult at best. BOTH the MPF and BJCC Stadium remain possibilities until a binding decision is made.
They got 4 years to pass the deal hope the investors move in, and move action. Would ' t leave it to them (the Mayor and guest) they have proved they'll just sit their and talk about it with no action. (Hate to call them no action Jackson). Have much more faith in the investors of the City then the officials of the city of Birmingham.
No one but the City Council can spend city money on anything. Obviously they listen and pay attention to city business leaders, the BJCC and UAB, but under the law the final decision remains theirs. The Mayor can ask, conjole, beg, threaten or plead, but he cannot spend a dime of city money on his own.
Ok how does, Atlanta get it done the Benz Stadium got built. So Your saying - Birmingham can not proceed on but Atlanta can. That Bodes well.
IF Atlanta was in Alabama operating under the 19th century style Constitution of 1901 [designed primarily to set up a state government under the 1896 "separate but equal" ("segregation forever") Plessy Case Decision], which gave all power to the state legislature, it is likely it too would be like B'ham. Atlanta has the advantage of being in GA and being the state capitol as well. If memory serves, GA also wrote a new more modern state Constitution in the last 50 years.
