With the exception of Rice which is in another level as an institution, the rest of C-USA are public schools in mostly urban areas. Liberty does not fit the profile of a C-USA school regardless of how much money they're throwing at the conference. One thing is UTSA or Old Dominion starting football and looking for a FBS conference to take them and another thing is Liberty doing the same.
