You force the B1G to expand by passing autonomy saying that only conferences with 16+ & multiple divisions can hold conference SF's. Having 3/4 of the power conferences, ESPN can do whatever they want. Including passing rules to weaken their competition.

The PAC may be more willing to expand by 3, and pass autonomy as you said for 15 instead. Depending on who they take (Texas, Tech, Kansas, with OK/State to SEC, WVA to ACC), the Big 10 is still left with subobtimal choices.
