I want to say the same reason that icing was added to Hockey. You get a good enough lead, you just foul 'em to death to keep them from getting any possible momentum and come backs.
I do like the idea they treat fouls as "technicals" though (Free throws and ball control)

I gotta admit.. this is funny. The "four point zone" was actually started by The Harlem Globetrotters a couple of years ago. Can't remember what game I was watching.. but one of the 'trotters just _Couldn't_ miss the four point shot.
