Long gone are the days of simply saying "American" and being able to return to the states. You can cross over into Juarez without a passport but if you want to return to America you will need to show it at the border. It's not too bad but I wouldn't call it safe either. There's a lot of night entertainment around that area. It tends to draw individuals from the underworld. The city has spent the better part of the last seven years ranked as one of the most dangerous cities in the world. During the day time it's ok but at night it can get scary. 9 out of 10 times nothing will happen. Why risk that one time something could happen? If I were you I would go visit in the morning and be back in El Paso by three or four. The sun does set around six in October. If you want to live on the edge spend the night.

Other way around JCMiner, You are suppose to have a passport to cross into Mexico but coming back Border Patrol will not denied access back to any American.

Had a spur of the moment trip to Tijuana from San Diego, I ask the Border Patrol if would be able to come back without passport and he said that they will not denied any passage back to America from anyone they deem to be American even without any ID. I told I had my drivers License, he said you are golden.

He did said Mexico can refuse you passage so when we got to the Mexican station, they took our Driver License and we had to speak to a lady in the back of the station guarded by Mexican border patrol with a M16. She ask what we were going to be doing, (sightseeing taking pictures), she then told us we could go but next time we needed our passports. Maybe a 5 minute process.

When we got back to the US crossing station, They asked what we bought and told us to have a good day

How long ago was this? Maybe it's because I'm brown but every time I've returned from Mexico the border patrol agents have asked for my passport to return to the USA. About eight years ago all I needed to say was American but that changed.

A few months ago. They cannot denied access to anyone they deem American even without a ID. That is what the Agent at the Tijuana crossing told us. All we had were our driver licenses

I guess the question is, what criteria do they use to determine if someone is American? Might help explain the situation.
