A mayor doesn't control this. What's happening is corruption at the regulatory level. City servants are serving themselves. It's also to do with an archaic fire code. The USA really does do a good job of not building fire traps - it's a benefit of our litigious society.

I could come to your city and within half an hour of leisurely checking find a fire trap. Just have to find the closest apartment complex or subdivision that's been built since the early 90's. Lightweight construction techniques combined with vinyl siding and all the natural components that used to make up furnishings replaced with synthetics makes for a great bonfire. Trust me....I have the scars to prove it.

In the UK they've slashed 19% of their firefighter slots since 2010 so it's a pretty good bet that their inspection personnel have been slashed as much if not more. You can have the best fire codes in the history of the world and they are useless words on paper if you don't have anyone to enforce them.

The UK fire codes are archaic when compared to the United States but that's primarily because they can be due to the types of construction and age of buildings in the Old World. They fight fire a lot different than we do here as well because of that. In a few decades unless we start to change how we build our structures we'll be fighting fire in a different way that we currently do now because there will be no need to learn how to fight interior fire as the houses are already just about at collapse limits now when the fire department arrives due to building roofing components out of twigs. Just pull up and cool down the rubble to be hauled off.
