Given the amount of ******** in VA that hang out in the left lane I didn't know that was on the books in VA (and you could say the same about a lot of states)..

I was told it isn't on the books in PA..

PA has had a law since at least 2010 that states the left lane is only for passing or turning on multi lane roads.

You guys are over thinking this. The left lane is the passing lane is common knowledge, taught in driving school and law in at least 40 states already. Those that are currently lane blockers are drivers that are oblivious to their surroundings. A ticket isn't going to change their driving habits that are ingrained in their personality and they will remain the same absent minded a'holes.
