This map shows you just how landlocked SF State is. You have a large public housing project to the south, Lowell HS to the Northwest, to the north a shopping mall, a large through street to the east, and what you can't make out a deep slope to the west into a public park and golf course, as well as sloughs.

It is a commuter school, and is set up adjacent to massive public transit hub. You are three blocks from BART, and in front is Muni, with the junction of 280 and 19th street (closest thing to an expressway on the western side of the city to the Golden Gate). Lowell HS, the top magnet school for the city is here precisely because it is near all the transit hubs for the city. This is as closet to a NYC type urban school as you will get. Less than 5% of the students live on campus or in student housing nearby, many of those foreigners. The budget is barely $4m for athletics and teh facilities are ancient. This school will NEVER move up. Sacred Heart Cathedral Prep (http://www.shcp.edu/) has far better facilities; if you can have a HS move up to D-I, then SHCP or Valley Christian in San Jose (https://www.vcschools.org/) are the two that have the facilities.

SDHornet. Actually Sac is the only school to regularly schedule a 9th Big Sky school as an OOC. On average there are about 1.8 such games a year. Sac and their 9th game opponent are the "1", so the 0.8 is split among the other 11 schools. That is hardly "most"

Regarding your earlier statement about 20 conference games, the coaches are not for it anymore after they experimented with it several years ago. It only left 8-9 non-conference games and it destroyed the conference RPI. That and the fact it's very difficult for Big Sky schools to try and get higher name programs to come to a Big Sky facility, the coaches need every help they can get. The 20 game schedule is dead in the water.
