You are correct and you need to add the attempted Muslim ban, plus the President calling half of the nation's who are voting S$@!holes. True about Trump. That is a factor.

Those fifa bribes went to these smaller nations(in many cases). That money is gone now and of course these smaller countries reps are going to **** us over for it.
