It seems like a formality now though. Also, doesn't look like PSG is actually paying the release clause, the govt of Qatar is. That seems to be the big Financial Fair Play item folks are talking about and the reason UEFA will get involved. PSG, the club, simply doesn't have the money itself to pull off this deal, I just want it be over as it has carried on long enough. Neymar, or probably more so his father, is all about the money. Let him have it and be gone.

In a year Qatar wont have the money to afford it either if the Saudi embargo continues.

I doubt it, they have already established alternate trade partners and have a wealth of natural gas to sell to lots of people.

They will hurt but if cuba being virtually isolated by the US can make it quatar will do fine even with the saudi hegemony trying to force them in line.

The real question here is how long can the saudi's bully if oil falls again as everyone seems to think is a real possibility. They have an expensive war and foriegn policy that is almost exclusively built on that wealth.

Quatar does it on the cheap mostly through their media company and has multiple foriegn bases that eliminate a military option.

La Liga has apparently rejected the buyout clause payment. Not sure how though seeing as that is between Barca/Neymar/PSG and has nothing to do with the league. The saga continues.................

Yeah, that seems like an extemporaneous ruling since they have no oversight in the handling of contracts and this is not a traditional transfer. Effectively, Barca are buying out Neymar's contract with loan money from PSG...they have the power to do that just like everyone else.
