Pretty much. NBC seems to have caught on that cord cutting is going to eat their ratings, and the best way to make up for it is to find a way to make up the revenue stream.

It's just that unlike MLB and other similar US Sports who use subscription based streaming, Premier League television games are heavily tilted to the most popular clubs. (NBC has no say in what games are picked) so the deal ends up hurting fans of smaller clubs the most.
