You are correct. The UCSD referendum does not allow them to pursue another conference, only the Big West. The AD is making a push but to no avail ("how many ways can we say no?"), and his frustration is showing a bit. UCSD needs a new referendum,but this one has another 18 months. The WAC has to wait this one out. In fall 2019 they can vote again and change the language to allow the WAC, which means 2021-22 would be the earliest they could join, since they would need an invite and go to the NCAA to start the process in June 2020.

APU can join anytime they want. They need the Big Sky to take them as a Football affiliate, which I think is possible (as rumor has it, there is growing push at least from EWU to finally split into two conferences, with the 3 --well 4 with APU-- California schools, and I expect SUU, NAU and maybe NoCo in a new Football-only Conference; run out of the office across the hall from the BSC commissioner). which if they decided by Spring would be 2019-20, and if be next year, 2020-21. This would work fine for the WAC with UCSD going back to get a new referendum in fall 2019 to move up in 2021-22.

UMKC move back to the Summit wont do a thing to such a timetable.

APU to the Pioneer League for football would be a good thing for University of San Diego since they're the only west coast team in the PL...

the new Football-only Conference was how the Great West Conference got started...things didn't work out well for them...the Big Sky would not go for that concept...

UCSD could push for Sacramento State to go with them to the Big West...the Big Sky would probably try to block that too...
