PWO offers, again, are more valuable than you think. Sometimes come with support at admissions. Almost always have a shelf life. You don’t take the offer and sometimes they go away.

Scholarship offers are not binding until a player signs, and PWO offers are not binding until a player enrolls. Certainly not the same. I can recall very few PWOs who committed prior to signing day.

A moot point with regard to Jarrell, however. After watching his film I'm amazed his only other offer is UVA-Wise. Decent mechanics... very athletic and appears to be very strong. Reminds me of Knight from UNH. QB rushing and passing for 1500 yds. is extremely rare.
